No matter where you are in Minnesota, federal health guidance strongly suggests wearing a mask while in a public indoor space, even if you’re vaccinated.
All 87 of the state’s counties have high or substantial transmission as of Aug. 28, according to the Centers for Disease Control and Prevention (CDC). Just four counties (Kittson, Lake, Pipestone and Wadena) are in the less-severe substantial category.
The remaining 83 counties all have high community transmission.

Per the CDC’s guidance, everybody — whether vaccinated or not — should wear a mask in public, indoor spaces in areas with high or substantial transmission.
The classifications are based on one of two variables: Total new cases per 100,000 persons in the past seven days, and percentage of positive tests during the past seven days.
The number of counties that surpass the mask guidance thresholds has risen steadily since the CDC announced its updated guidance on July 27 — going from 14 initially, to 35, to 45, to 64, to 71, to 83, to 86.
Statewide, the case rate over the past seven days is 188.6 per 100,000 residents, with a seven-day positivity rate of 5-7.9%.
While the entire state is a hotspot, Minnesota has the 14th-lowest case rate over the past week among all U.S. states. The hardest-hit areas — Florida, Louisiana, Mississippi, Kentucky, Alabama and South Carolina — all have case rates of more than 600 cases per 100,000 residents.
